The College Accountability for Employment Placement Act

SECTION 1: Short Title
This Act may be cited as the "College Accountability for Employment Placement Act."

SECTION 2: FINDINGS AND PURPOSE
(a) Findings: The Congress finds that recent college graduates face challenges in finding employment that aligns with their educational degree, necessitating a system of accountability for colleges and universities.

(b) Purpose: The purpose of this bill is to hold colleges and universities accountable for the employment outcomes of their graduates by requiring them to actively assist in finding students a job commensurate with their educational degree within 90 days of graduation. In cases where employment placement is not achieved within the specified timeframe, the bill proposes a refund mechanism to compensate the student for their investment.

SECTION 3. EMPLOYMENT PLACEMENT OBLIGATION

(a) All colleges and universities shall be responsible for providing reasonable support and resources to assist their graduates in securing employment within 90 days of graduation.

(b) The employment opportunities provided should be relevant to the educational degree obtained by the student.

SECTION 4. REFUND MECHANISM

(a) If a graduate is unable to secure employment within the stipulated 90-day period, the college or university shall refund the student 10% of the tuition paid per month until an appropriate job is placed or the entire tuition has been refunded.

(b) The refund process shall commence from the 91st day following graduation and continue until the earlier of the placement of an appropriate job or the complete refund of tuition.

SECTION 5. APPEALS AND DISPUTE RESOLUTION

(a) A fair and transparent appeals process shall be established to handle disputes between students and their respective colleges or universities regarding employment placement.

(b) An independent arbitration body shall be appointed to mediate and resolve disputes within a reasonable timeframe.

SECTION 6. REPORTING AND COMPLIANCE

(a) Colleges and universities shall be required to report annually on their employment placement rates, including the percentage of graduates employed within 90 days of graduation and their job market relevance.

(b) Failure to comply with the provisions of this bill may result in penalties, loss of accreditation, or other appropriate disciplinary measures.

SECTION 7. SEVERABILITY

If any provision of this Act, or the application of such provision to any person or circumstance, is held invalid, the remainder of the Act or the application of the provision to other persons or circumstances shall not be affected.

SECTION 8. EFFECTIVE DATE

This Act shall take effect upon its enactment into law.
