Reallocation of Welfare Benefits to Needy American Citizens Act

Section 1: Purpose and Findings

(a) Purpose: The purpose of this Act is to address the concerns surrounding the provision of

welfare and free benefits to individuals residing in the United States illegally by reallocating

these resources to support law-abiding, tax-paying American citizens in need and promoting self-

sufficiency.

(b) Findings: The Congress finds that:

1. The United States Constitution establishes a framework for immigration and

naturalization, and it is the responsibility of the federal government to regulate

immigration in accordance with the Constitution and federal law.

2. Admitting immigrants into the United States illegally is inconsistent with the principles

and processes outlined in the Constitution, as it circumvents established immigration

procedures.

3. Providing welfare and free benefits to individuals in the United States illegally diverts

taxpayer resources from those in genuine need and may violate the equal protection rights

of law-abiding, tax-paying American citizens.

4. To promote self-sufficiency and provide for the needs of American citizens, it is essential

to reallocate welfare and benefits currently going to non-citizens to those Americans who

are struggling to make ends meet.

Section 2: Reallocation of Welfare Resources

(a) Reallocation of Resources: All federal welfare and free benefits currently provided to

individuals in the United States illegally shall be reallocated to support law-abiding American

citizens who are in need and meet the eligibility criteria established by existing federal laws.

(b) Verification of Legal Status: Federal agencies administering welfare programs shall establish

rigorous verification procedures to ensure that only eligible American citizens receive

reallocated benefits, in accordance with existing federal laws.

Section 3: Penalties for Violation

(a) Penalties for Payors: Any person or entity found providing financial support or assisting in

obtaining federal welfare or free benefits for individuals in the United States illegally shall be

subject to severe penalties, including fines and imprisonment, in accordance with federal law.

(b) Penalties for Payees: Any individual who knowingly and willfully accepts reallocated federal

welfare or free benefits while residing in the United States illegally shall be subject to severe

penalties, including deportation, in accordance with federal immigration laws.

Section 4: Prioritizing Needy American Citizens

(a) Allocation of Reallocated Welfare Resources: Federal agencies responsible for welfare

programs shall prioritize American citizens who are in need and meet the eligibility criteria in

the allocation of reallocated resources. These eligible citizens shall receive support to meet their

basic needs and promote self-sufficiency.

(b) Limited Duration of Benefits: Reallocated welfare benefits shall be provided to eligible

American citizens for a limited time, with the goal of promoting self-sufficiency and reducing

long-term dependency on government assistance.

Section 5: Job Placement Resources

(a) Establishment of Job Placement Resources: The U.S. government shall allocate funds and

resources to establish job placement centers and programs aimed at helping American citizens

secure gainful employment.

(b) Assistance for Job Seekers: These job placement resources shall include counseling, job

training, resume assistance, and access to job listings, with a focus on matching job seekers with

suitable employment opportunities.

Section 6: Reporting and Oversight

(a) Reporting Requirement: Federal agencies responsible for welfare programs shall submit

annual reports to Congress detailing the implementation and impact of this Act, including data

on the number of American citizens served and the reduction in welfare dependency.

(b) Oversight: Congress shall establish oversight committees to monitor the enforcement and

effectiveness of this Act and recommend improvements as necessary.

Section 7: Effective Date

This Act shall take effect 90 days after being signed into law.
