Parental Responsibility and Educational Transparency Act

Section 1: Findings and Purpose

(a) Findings: Congress finds that parents have a fundamental role in determining what is in the best interests of their children's education and that transparency and communication between schools and parents are essential for the well-being of students.

(b) Purpose: The purpose of this act is to affirm the primary responsibility of parents to make educational decisions for their children, ensure open communication between schools and parents, and protect young children from discussions related to sex, gender, or explicit content in an age-appropriate manner.

Section 2: Parental Responsibility

(a) Primary Responsibility: Parents or legal guardians shall have the primary responsibility for determining what is in the best interests of their children's education. This responsibility includes but is not limited to making decisions about curriculum, school choice, and extracurricular activities.

(b) Open Communication: Schools shall maintain open and transparent communication with parents or legal guardians regarding their child's education. Any concerns or issues related to a child's education shall be promptly and openly discussed with parents or legal guardians.

Section 3: Protection of Young Children

(a) Inappropriate Discussions: It is prohibited for teachers, school personnel, or any educational institution to engage in discussions related to sex, gender, or explicit content with young school children. Discussions on these topics shall be age-appropriate and in accordance with established educational standards.

(b) Notification of Content: Parents or legal guardians shall be provided with a clear overview of the content that will be covered in their child's curriculum, including any topics related to sex, gender, or explicit content. This information shall be made available prior to the start of the school year.

Section 4: Parental Involvement

(a) Curriculum Selection: Parents or legal guardians shall have the right to voice their opinions and concerns regarding their child's curriculum. Schools shall consider parental input when designing or modifying curricula.

(b) School Choice: Parents or legal guardians shall have the freedom to choose the school that best suits the needs of their children. This includes public, private, charter, or homeschooling options, as determined by the parents' judgment.

Section 5: Implementation and Enforcement

(a) Compliance: Educational institutions receiving federal funding shall comply with the provisions of this act. Non-compliance may result in a reduction or suspension of federal funding.

(b) Enforcement: Parents or legal guardians may seek legal remedies if they believe their rights under this act have been violated.

Section 6: Severability

If any provision of this act or its application to any person or circumstances is held invalid, the remainder of the act or the application of the provisions to other persons or circumstances shall not be affected.

Section 7: Effective Date

This act shall take effect 90 days after its passage.
